Pennsylvania Flag Design: Coat of Arms of Pennsylvania on a blue field
In 1799, the General Assembly authorized the official Pennsylvania Flag, a banner fringed in gold with the Coat of Arms embroidered on a field of blue. During the Civil War, some Pennsylvania regiments carried battle flags modeled after the American flag, but with our Coat of Arms in place of the block of stars in the corner. This kind of creative license was discouraged in 1907 when the General Assembly acted to standardize the State Flag.
The State Coat of Arms
Pennsylvania's Coat of Arms is probably the state's most familiar symbol. Based on a 1778 design by Caleb Lownes of Philadelphia, it features a shield crested by an American Bald Eagle, flanked by horses and adorned with symbols of Pennsylvania's strengths - a ship carrying state commerce to all parts of the world; a clay-red plow, signifying our rich natural resources; and three golden sheaves of wheat, suggesting fertile fields and Pennsylvania's wealth of human thought and action. An olive branch and cornstalk cross limbs beneath - a message of peace and prosperity. The state motto is festooned below.

Repair any minor rips or tears right away this can be mended easily with a sewing machine or sewing kit. Keep the surface of the pole free of dirt, rust or corrosion that could damage or stain your flag.

Exposing your flag to rain, wind, snow or high winds will shorten the life of your flag considerably. If you leave your flag exposed to the elements, it will greatly reduce the life of your flag.
Yes, as long as your pole is large enough to support the weight of the flags. The USA Flag must always fly at the top. The flag underneath should be at least one foot lower and be one size smaller than the USA Flag. Flags of other countries are not to be flown beneath the USA Flag.
If your flag is significantly faded, torn or tattered it is time to retire your flag. Your flag should be retired privately in a dignified manner. In addition, many local community organizations have flag disposal centers that will dispose of your flag for you.
